IDA Power acquired this 55-acre Superfund site in East Chicago and assumed environmental liabilities, taking over the EPA Record of Decision (“ROD”) and implementing the ROD. IDA led extensive negotiations with potentially responsible parties (PRPs) regarding liability transfer and negotiating with USEPA regarding redevelopment of Superfund site, delisting efforts, and covenants not to sue.
IDA Power negotiated with the City of East Chicago to acquire the Site. IDA Power’s responsibilities included : site environmental assessments; sampling and analysis; remedial action work plan development and implementation; extensive earthwork including excavation and removal of contaminated soils; and import, placement, and compaction of ~400,000 tons of fill material.
Remediation work includes hazardous and non-hazardous waste removal; installation of clean cap material; and integration of future subsurface development work with site environmental conditions. Expected investment in project is upwards of $50-million with over 500 long term jobs.
