IDA Power’s scope included managing all environmental, regulatory, and construction aspects related to the importation and placement of 2-million tons of fill material at the former Military Ocean Terminal, Bayonne (MOTBY). Among other site responsibilities, IDA developed the fill management and acceptance plan, geotechnical specifications, and stormwater management plans. Operations included managing stormwater, access, importation, and the placement and compaction of fill. IDA Power managed all negotiations and interactions with NJDEP related to approvals for beneficial reuse of the fill material.
