IDA Power, through a wholly owned subsidiary, acquired the Hatfield’s Ferry Landfill and surrounding properties (Hatfield) pursuant to a liability assumption agreement with Energy Harbor Generation LLC (EHG). The transaction requires IDA Power to take over the ownership of and responsibility for completing the closure of this facility while assuming all environmental liabilities associated with the facility.

Hatfield’s Ferry is a Captive Class I residual waste landfill authorized and previously operated pursuant to a permit issued by the Pennsylvania Department of Environmental Protection (PADEP). The landfill is located south of State Route 21 and east of the Monongahela River in Monongahela Township, Greene County Pennsylvania. It has been relatively inactive since the fall of 2013. The property that the landfill is situated on was used by the prior owner for strip and deep mining operations prior to its current use for permitted landfilling operations. When the property was strip mined, extracted coal was delivered to the Power Plant and the plant’s coal ash was brought back and used to fill the strip-mine.

Hatfield’s Ferry consists of three phases. Phases 1 and 2 consisted of converging valley fills that are filled to capacity. Each phase has a leachate discharge point north of those disposal units. Leachate collected from these phases is pumped to a permitted treatment wetlands where it is processed prior to discharge to an unnamed tributary to Little Whitley Creek. Phase 3 overlays Phases 1 and 2 and is partially filled with approximately 13-million cubic yards of unused disposal capacity. Phase 3 leachate gravity flows to a leachate storage impoundment where the leachate is pH adjusted. The leachate discharges to the east into the Monongahela River.

IDA Power is developing plans to evaluate the deposited ash for beneficial reuse and will implement a recovery plan with PADEP approval if the material can be beneficiated. If the material cannot be beneficiated, the landfill will be closed in accordance with PADEP Residual Waste permit requirements.
